DropBox to Google Drive Simple Sync

I'm trying to sync a top level folder with lots of subfolders in DropBox to Google Drive. They are the same folders in Google Drive but each folder has different sharing permissions. When I try to do a simple sync top level to top level, duplicate folders are created in Google Drive (with no sharing permissions). Is it possible to sync top a level folder (DropBox) to a top level folder (Google Drive) without losing the sharing permissions already configured in Google Drive? If I sync each folder individually it works. I wonder if this is due to inheritance. The top level folder in Google Drive has no sharing permissions.
