Cloud transfer for iClouds not starting

I started a cloud transfer from one iCloud to another at 16:00 yesterday. 
It is now 22:30 the next day and the transfer is still, slowly, counting files (Counting files...(441093Files,43.81GB))
Why is this happening and how long should a cloud transfer take?

    UPDATE: sometime overnight the transfer failed. the reason..."The task stopped running due to insufficient free space".
    it was only 44GB!
