Can't connect to mysql. showing "Some parameters are not entered correctly."

I am fetching the same issue with otusly.com server. I  have whitelisted 209.126.103.1/19 and 207.38.89.1/24 and added 209.126.% to mysql remote host. Mentioned I am using Cpanel. Can anyone solve the issue?
