Google Photos to another Google Photos copy files

I paid $60 to do one thing. I'm trying to move the buld of my pictures from one G Photos account to another. I've spent 30 min reading the help and trying syncs and transfers. None of them start. I get a tone of unhelpful errors. And when I don't- the process seems to start and 5 min later I get a fail.

I'm ready for a refund. But if anyone can tell me a step by step that works I'll be happy with this - so far total time wasting service.
